INFORMATION WAS PROVIDED ON LAND RELATIONS REFORM AND E-TRANSITION

At today's (March 18, 2022) plenary session of the 2022 regular session of the Parliament Convention, information on land reform policy and online system was provided:

Minister of Construction and Urban Development B.Munkhbaatar introduced. He said that the Land Affairs Sector provides geodesy, cartography, basic research, land monitoring, land management, land cadastre, spatial information management policy and legislation in the territory of Mongolia. It is a basic sector that regulates the right of citizens to live in a healthy and safe environment and create wealth.

In order to improve the legal environment of the land sector within the framework of land reform policy, a set of Land Laws (General Land Law, Law on Allocation of Land to Citizens of Mongolia, Law on Cadastre, Law on Land Fees, Law on Land Acquisition based on Social Needs) was revised and is being prepared and submitted to the Parliament.

The Government of Mongolia's Resolution No. 110 of 2020 has introduced an integrated electronic land management system. The electronic system registers 542,925 ownership, 431,418 possession and 5,353 leased land, and organizes all land-related activities through the system.

In order to reduce the Corruption Perceptions Index, we have made an electronic transition to the land relations sector and started to gradually make land-related services open and transparent to the public.

In the past, it took 30-60 days to provide land-related services to citizens and legal entities, to issue land rights contracts, certificates and cadastral maps, and it was too dependent on government officials. The process has been reduced and the information of land owners registered in the name of the state, citizens and legal entities has been made public. For example:

• 14 days to 1 second as the system automatically assigns the state registration number;

• 45 days to 1 minute, as citizens will be able to print land possession and use contracts, certificates, cadastral maps, land status and quality assurance conclusions with a secret (QR) code;

• Due to the digitalization of user authorization in the system, the time required for this work will be from 14 days to 1 day;

• Land surveying and mapping have been reduced from 14 days to 1 minute by allowing licensed companies to enter it into an integrated system online.

Thus, citizens and legal entities will be able to receive 42 types of services such as land possession and use certificates, cadastral maps, contract and order verification, and inquiries with QR codes free of charge.

As a result, as of March 2022, a total of 40,235 citizens and legal entities have printed land certificates, cadastral maps, ordered inspections, and inquiries online, saving more than 832.1 million MNT.

Within the framework of the “Vision-2050” long-term policy document, the Government Action Plan for 2020-2024 and the “Revival Policy”, the government will deepen the legal environment reform, develop and implement the “One Country-One Map” platform Introduction, artificial intelligence, blockchain and three-dimensional land based on geographic information systems, real estate registration, valuation, tax and payment integrated system development in accordance with international standards is being implemented gradually and intensively.

As a result, Mongolia will move to a digital economy by developing and strengthening the National Spatial Data Infrastructure, integrating the spatial databases used by government agencies into the integrated infrastructure, and using evidence to support evidence-based decision-making. 

He also expressed confidence that the land relations reform will be fully implemented and will create a transparent, open, time-saving, time-saving and corruption-free e-sector for citizens and legal entities.
