Cadastral database
Prior to 2000, concepts such as unit area, cadastral mapping, and land ownership were unheard of. With the enactment of the Law on Allocation of Land to Mongolian Citizens for Ownership on June 27, 2002, Mongolian citizens were required to map the boundaries of their piece of land, register, and establish a database in order to own a land. The “Cadastral Mapping and Land Registration” project was launched in 2002. For the first time, a systematic cadastral survey and mapping was carried out by geodetic measurements, and a land registration database was established in Mongolia.
Within the framework of the project, cadastral survey and mapping work was carried out for the first time in 2002-2009 in 3 stages in a total area of 1,549,158 hectares, 364,117 units covering Ulaanbaatar city, 21 aimags, 340 soums and 55 settlements. As a result of cadastral mapping and land registration, the total agricultural area was mapped and 98% of Ulaanbaatar's land area was registered. Funded by the state budget, private cases of 577,467 units created in 21 aimags, 340 soums and 55 settlements are kept in the land offices of the respective aimags and soums.
With the introduction of Land Management Software by the Agency of Land Administration and management, Geodesy and Cartography “Edit land cadaster database data, transfer to geodetic coordinates, height and reflection system, and re-create personal file of unit area” Contract No. 2013/71 paper-based cadastral registration documents kept by the Department of Land Affairs, Construction and Urban Development can now be used electronically at a local level. Therefore, the cadastral registration documents created with the state budget funds will be centralized in the state archives in accordance with Article 6.4.7 of the Law on Archives and Article 9.1 and 9.2 of the Law on Geodesy and Cartography.
Tables 1 and 2 summarize the research conducted in 2017-2018 to centralize the paper-based source documents of personal files stored in the state archives.
